
At the 4th professional conference on the Spatial Planning Information System (ISPU), held in Poreč from March 23 to 25, Nina Dražin Lovrec, President of the Croatian Chamber of Civil Engineers (HKIG) and the European Council of Engineers Chambers (ECEC), played a leading role in shaping key discussions on the future of the construction sector.
During a central panel titled “Updates in the New Construction Act and Its Implementation,” she addressed the most important changes introduced by the new legislation. In particular, she emphasized the growing importance of professional responsibility and the expanded obligations placed on designers. A major focus of her contribution was the reintroduction of mandatory detailed design documentation, which she described as a crucial step toward improving construction quality and ensuring higher safety standards across the industry.
Digitalization as a Strategic Advantage
Dražin Lovrec described the adoption of the new Construction Act as a significant step toward modernizing the construction sector. She also presented recent digitalization efforts, including survey results based on the ECEC questionnaires on „Digitalisation in Civil Construction“ and „BIM in Construction“, which underline the necessity of further digital tool integration.

Initiatives for Affordable Housing
On the sidelines of the conference, Dražin Lovrec held an informal meeting on the topic of affordable housing with various panel participants, including Member of the European Parliament, Nikolina Brnjac.
During the meeting, an agreement was reached to promote the ECEC–ECCE policy document on affordable housing. As President of the European Council of Engineers Chambers (ECEC), Dražin Lovrec will present this initiative to the European Parliament. The initiative has already received strong backing from Marco Corradi, President of Housing Europe and a prominent advocate for sustainable, green, and affordable social housing.
