On 18 May 2016, the European Commission issued the country-specific recommendations for 2016:
In 12 member states a reform of services is a focus of the recommendation, especially in regard to the deregulation of regulated professions. The country-specific recommendations are a tailored policy guidance to Member States and one of the key products under the so-called European Semester. This is a time-window in the first half of each year in which national governments report to the Commission at the same time on progress with stability/convergence programmes under the Stability and Growth Pact and Europe 2020 national reform programmes.
During this time, the Commission can give policy guidance and make recommendations to the governments before national budgets are finalised. Based on the analysis presented in the country reports and the dialogue held with Member States, the Commission will present country-specific recommendations for the next 12 to 18 months.
