Information on the Slovak Chamber of Civil Engineers

Year of Establishment: 1992

(Although the first association - Chamber of Civil and Mining Engineers - was established in 1913 in collaboration with other organisations of the Austro-Hungarian Monarchy).

 

Number of members:

There are around 5,000 authorised engineers in Slovakia. M ember basis consists of authorized engineers, voluntary members, legal persons and visiting foreign members.

 

Professional branches:
The seat of the chamber is in Bratislava. Regional offices are located in Bratislava, Trnava, Zilina, Banska Bystrica and Kosice.

 

Structure:

The Slovak Chamber of Civil Engineers is a self-governing professional organization established by the Act of the Slovak National Council No. 138/1992 Coll. on Authorized Architects and Authorized Civil Engineers .  The organs of the Slovak Chamber of Civil Engineers include the General Assembly, the Board, the Supervisory Board, the Executive Board and the President. Other elected organs are: the Authorization Commission, the Committee for Foreign Affairs, the Ethical Council and the Disciplinary Board.

 

Main Tasks:

  • participation on the protection of public interest in the sphere of building and protection of the rights of the individual members of our chamber;
  • ensuring that civil engineers should perform their profession in a professional way, in compliances with the ethics in a manner established by national acts and directives as well as regulations of the chamber.
  • defending and supporting the rights and professional interests and supporting the professional credit between engineers;
  • supporting the international exchange of members and contributing to the development of the building and construction industry;
  • safeguarding international exchange of professional knowledge with scientific institutions;
  • contributing to the professional development and further education of civil engineers
  • organizing the Authorisation examination, issuing the Authorization Certificates and maintaining the List of Authorised Civil Engineers in Slovakia
  • carrying out the examination of professional qualifications for the licence certificate to perform activities of foreman and of professional supervision on the construction sites of buildings, and issuing these certificates, etc.

 

 

Regulated Profession: Yes
The profession of an authorised civil engineer is regulated in Slovakia.

 

Access to the Profession “Authorised Civil Engineer” in Slovakia

(August 2005)

 

The access to the profession “Authorised Civil Engineer” in Slovakia is regulated by the Act No. 138/1992 Coll. on Authorised Architects and Authorised Civil Engineers as Amended by Subsequent Regulations.

 

To practice as an authorised civil engineer, the following professional qualifications are required:

 

  • University degree (4-5 yrs. study) in the field of civil engineering, architecture, or other related technical fields according to the category he/she wants to be authorised;
  • Professional practice of at least three years (after graduation) in the category he/she wants to be authorised;
  • Authorization Exam.

Furthermore, candidate must prove that he/she:

  • is a citizen of a member state,
  • has not been disposed of a legal capacity, nor his capacity has been restricted in any way,
  • is unimpeachable (with good reputation).

 

 

CATEGORIES OF AUTHORISED CIVIL ENGINEERS IN SLOVAKIA

 

1. Complex architectonic and engineering services and related technical advisory

This category implies building constructions (buildings).

 

2. Complex architectonic and engineering services and related technical advisory (carrying out the complex engineering servicesand related technical advisory except the architectonic services)

This category implies engineering constructions:

  • transportation constructions
  • water engineering constructions
  • piping and distribution systems (pipeline, telecommunication, energy and other line constructions)
  • complex industrial constructions

 

3.Engineer for Building Constructions

This category implies:

  • design of building constructions
  • building physics
  • fire fighting

 

4.Engineer for Engineering Constructions

This category implies design of engineering constructions:

  • roads and airports
  • railroads and rail tracks
  • bridges
  • water engineering constructions

 

5.Engineer for Statics of Constructions

This category implies statics of constructions (bearing structures of constructions):

  • whole extent of bearing structures of constructions (statics and dynamics)
  • bearing structures of buildings

 

6. Engineer for Technical, Technological Equipment and Energy Installations of Constructions

This category implies:

  • sanitary equipment and installations
  • heating and air-conditioning equipment
  • electrotechnical equipment
  • heating equipment (e.g. heating boilers)
  • gas equipment
  • technological equipment

 

Authorization Exam :

Before the authorization exam candidate has to submit the following documents 30 days before the exam:

  • application stating the category and the extent of authorization;
  • diploma, certificate or other evidence of the university education required for the applied category;
  • list of professional works / projects in the field of the applied category during the period of at least 3 years (after graduation);
  • portfolio/catalogue of professional works with at least 3 projects from field of applied category;
  • verified proof of professional experience of at least 3 years (after graduation) in the field of the applied category (or 7 years of professional practice in the in the field of the applied category if his/her education background is other than required);
  • criminal record (not older than 3 months);
  • proof of payment

 

Two weeks before the exam candidates are invited for the Authorization exam. The exam comprises of:

  • Written exam:
  • test comprising of questions from Slovak legal provisions and regulations and technical standards related to the professional activities in the field of construction
    • Oral exam:
    • public discourse and discussion related to the projects of the candidate carried out during his/her professional practice as well as revision of the candidate’s capabilities to individually carry out the professional activities in the construction field.
    • takes place in front of the Examination Committee. This committee comprise of the experts and representatives of universities, and one member of the Authorization Committee of our chamber. The members are nominated by our chamber and approved by the Ministry for Regional Development and Construction of the Slovak Republic.

 

If the candidate fails the examination, after six months he/she has the possibility of another try.

After passing the exam, candidate makes an oath in front of the President of our chamber. Then, within three days he/she is enrolled in the List of Authorized Civil Engineers and receives the registration number, the authorization certificate (licence) together with the stamp authorizing him/her to carry out the professional activities in the applied category/categories.

 


Liability insurance of the authorized civil engineers

According to the Act No. 138/1992 Coll. within 10 days after his/her registration in the List of Authorized Civil Engineers, authorised civil engineer must sign a contract of the liability insurance against damage which might be caused during the performance of his activities or those of his employees and must notify the Slovak Chamber of Civil Engineers.

 

 

Authorization committee

 

The Authorization Committee is the executive body of the Slovak Chamber of the Civil Engineers for the issues concerning the authorization on performance of professional practice of an engineer.

The Authorization Committee has a Chairman and twelve members who may not be members of the Board at the same time. The members of the Authorization Commission are elected by the General Assembly. The Chairman is elected by the members of the Commission by secret ballots. At least one member of the Commission must have university education in the law field.
